Opening: Steve Cole, Board
President, called the regular meeting of the Vintage at University Place Board of
Directors to order at 1 pm on February 3, 2002.

I. Open Issues
1. Bridgeport tree planting project Issues
1. It was decided that the nature of this project be characterized as a natural
buffer rather than a beautification project.
2. Steve Cole checked with the City of University Place about their plans for widening
Bridgeport when their redevelopment work gets down our way. Steve asked for city plans in
regards to cutting a bit into the hillside and/or building some sort of retaining wall
which may effect any planting Vintage may propose adding as a buffer along the hillside.
3. Don Nutter of the UP Public Works Dept. said the Bridgeport street improvement phase
near Vintage is 2-3 years away. Specifics as to what will be constructed are not yet set,
but the medium may be similar to Chambers Creek Road. The city may cut into the hillside
between Bridgeport and the Vintage property to create a bike lane, sidewalks and a turn
lane.
4. Nutter suggested Vintage applies for a right of way permit now so that it can be
factored in to the Bridgeport phase plan in our area.
5. Ted Smith joined the Board as the lead person organizing the Bridgeport tree effort.
Ted will investigate funds from any city or federal program or the Arbor Day Foundation
that will help offset costs of planting a sound and aesthetic buffer zone along
Bridgeport. Ted also indicated he would check into a possible way that Vintage or resident
volunteers could donate funds to a charity or the Scouts and receive a tax deduction and
in turn the charity or Scouts would volunteer to plant the trees.
6. Steve Cole plans to check with Quadrant to see if we could get help on tree purchases
from them.
7. Ted reported he obtained verbal permission from all the landowners along that property,
as they own the land about midway down to Bridgeport.
8. Choices of vegetation were discussed, with the Deodar Cedar being the consensus. These
are already in our community as Quadrants fulfillment to the city to replace native
evergreens after the clear-cutting. It was generally decided that we would plant the
largest trees we could afford.
9. The issue of plant and tree water maintenance was addressed. Consensus was to look into
a simple drip system extending from the current irrigation at the entry common area. The
board would also request that homeowners bordering the trees would water trees if needed.
10. Regarding funds for the project, the HOA budget is so tightly allocated that the Board
may offer a volunteer donation or tree purchase plan for residents who want to pitch in.
It was decided we do not want to raise annual fees for this project.
2. Recommendations for the Public Nuisance policy.
Betty Simpson reported on her research pertaining to barking dogs. She spoke with the
Humane Society and the city of UP. The city has no leash or pooper-scooper laws. Betty
shared policies and municipal codes from city website, which will be posted on the www.vintageup.com website. The info is:

Decision: Vintage will abide by the barking dog complaint procedure as followed by the
Humane Society and the UP Police Dept.:
1. File a complaint in writing to University Place Police, Attn: Jennifer Hales, 1909 70th
Ave. West, UP, WA 98466 (jhales@co.pierce.wa.us)
2. University Place city mails a letter to the dog owner and carbon copies the
complainant.
3. If situation persists, fines may be instituted.
Long-term street parking within Vintage was discussed. After researching the
CC&Rs, it was determined that there are no regulations regarding duration of
street parking for homeowners vehicles. However, abandoned or non-operative vehicles
can be towed and there are regulations on parking RVs on the street. More
information is found in the CC&R, Exhibit B, Article 10, section 10.
March Newsletter will contain information on Good Neighbor Guidelines that reflect these
issues.
3. The drainage system discussion
Steve Cole spoke to Tucci and Sons who built the drainage system for Vintage and Westgate,
the development below. Tucci indicated this was all one system. The Board will contact
Pierce County to determine the normal case practice in deciding division of responsibility
for a shared system between two communities.
4. Discussion of Current Assessment Balance
Fees Expected & invoiced were discussed.

Dana presented statistics of visitors to the vintageup.com website during last 30 days:

6. Selling Advertising on Vintage Website
Dana presented plan to offer banner ad space on the Vintage
website for a nominal charge in order to raise funds to offset cost of hosting site.
Decision: Board agreed to offer advertising; Dana has added a web page about rates and
details (http://vintageup.com/ads.htm); Rates are approximately $10/mo. Dana will create
brochure to offer area businesses; Betty will begin marketing this benefit to businesses
such as coffee shops and grocery stores to add coupons to our site. Any residents
interested in marketing this opportunity please contact Dana or Betty.
