Opening: Steve Cole, Board President, called the regular meeting of the Vintage at University Place Board of Directors to order on November 4, 2002 at the Simpson home.

I. New Business
1. Budget: January-October 2002
The Board reviewed status of Accounts Receivable and remaining funds available in 2002 budget.
Determination: Available funds will cover remaining expenses for 2002.
Decision: Outgoing Board will decide where to rollover any remaining funds from 2002 into the 2003 budget.
2. Budget: 2003
The 2002 Board made recommendations to 2003 Board for allocations in 2003 budget. 2003 Board will decide budget December 1. Association Management send working draft of 2003 annual budget.
3. Assessments
The Board discussed making available additional payment options for 2003 annual assessments.
Decision: 2003 Board may opt to research options further, if necessary.
4. New Resolution
Decision: Board passed resolution to collect assessments for Storm Retention Pond fund beginning in 2003. Funding amount will be decided when Lianna Collinge of Association Management completes budget projections. Continued funding for Storm Retention Pond will be reviewed and adjusted, if necessary, annually.
II. Old Business
1. Backyard Landscape Non-Compliance
Decision: Board collecting bids from landscapers to construct drainage in community member’s backyard to limit community property damage. Steps taken were:
1) Issue certified letter to property owner giving 30 days to comly to CCR for backyard.
2) Issue an update letter at the 15-day interval, reviewing status and deadline.
3) Issue 3rd letter if no contact with Board; request permission to contract work on property. No response from homeowner is implied permission.
2. Street Lights
It was noted that two lamp poles in Vintage continue to flicker, located near lot 20 and lot 30. It was noted lifespan of street lamps are approx. 7 years. It is approx. $400 to replace. Board will contact Tom Palmer, Grounds & Maintenance, about blub replacement.
