I. Call to Order and Welcome:
Derek Lees, Board President, called the General Membership HOA meeting of Vintage at University Place to order at 7 pm on February 12, 2003 at the home of Dick and Sandra Walters.
II. New Business:
1. Review 2002 Budget
Lianna Collinge of Association Management reported the year-to-date January through December 2002 Profit & Loss vs. Actual, Balance Sheet for HOA expenses and assessment collection.
2. ACC
Derek Lees, on behalf of Jerry Simpson, reminded the homeowners to take down any Christmas light and decorations. Also gave a reminder to submit applications to change house color, add structures, etc.
3. Community Affairs
Maria Casella reviewed the 2002 survey results to initiate ideas for 2003 events. She highlighted the first upcoming event for 2003, which is the annual Easter Egg Hunt to be held on Saturday, April 19, 2003. Also reminded the homeowners that the committee is updating our neighborhood directory.
III. Old Business:
1. Web Site
Dana Greenlee reminded the homeowners of our user name and password to enter the neighborhood directory portion of the Vintage website. She asked homeowners to send news, announcements, etc to
info@vintageup.com to be posted on the site. Also, there is a links page for homeowners who have web businesses, web sites, etc.
2. Westgate Pond
Steve Cole updated the homeowners on the bio filtration pond located in the Westgate community. He will be meeting with their HOA president to review the Vintage (drafted) agreement and identify a time for our board to meet with the Westgate HOA board to review the agreement.
3. Backyard Completion
Rob Greenlee reviewed the policy for the 2-year deadline period in which back yards must be complete. He also reviewed the policy of a completed backyard. He updated the homeowners on the work being done on a Vintage yard being paid for out of the Vintage budget due to non compliancy with the completion policy as well as damage being caused to neighboring homes due to lack of adequate drainage and erosion control.
3. New Homeowners
Derek Lees introduced Dave and Barbara Ostrander, new homeowners who moved into lot 16.
4. Open Forum
Spoke of the garbage being dumped on the hillside below Chambers Creek Apartments. Derek will check with the city to inform and request clean up.
There was a question of who is responsible to maintain the trail from Bridgeport Way to 67th Street. When Derek calls the city to inform of garbage he will also inquire about the trail maintenance.
Derek Lees has asked Ted Smith to review the reserves schedule and review with Lianna and report to the Board at the next Board meeting.
Adjournment
The meeting was adjourned at 7:35 pm.
The next Board meeting will be held Sunday, March 9, 2003 at the home of Derek Lees.
